My SG seems to start about 1.025 and then climb to 1.028 and back when I top off with RO. I'd say I'm averaging about 1.027. Could this be an issue for my fish?

You need to do a water change and then replace with fresh water to get the salt level down to 1.024-1.025

I would say 1.028 is a bit a high for your fish. One idea is lowering the SG of your tank to 1.023-1.024 depending on what you have. Then as it climbs it will not get so high. Also, if you are not topping off daily, I recommend you start. If you are topping off daily, you may want to think about going to morning AND evening top offs. HTH
