Do all fish recognize cleaner shrimp?

I have a royal gramma in a tank with a cleaner shrimp. The shrimp waves his feelers at the shrimp and moves in towards the gramma, but the gramma quickly swims off the other way. I had a clown who didn't like to be cleaned by the shrimp, but it just ignored the shrimp instead of running away.

I thought all fish welcomed the services of a cleaner shrimp, if not just ignoring it. Is my gramma unnaturally shy?

IME only larger fish (ie. tangs, angel fish, etc) will take advantage of the shrimp's services. I've never saw a clown or gramma allow a Lysmata shrimp to clean them.

I've never seen one of my fish get cleaned, only my fingers.

Only my hippo tang and oddly enough my hawkfish go to the shrimp for cleaning. My hawkfish is an idiot.
