Looks to me like a pipe with a neat sticker on it. If you're lucky it might have some magnets in it. No idea what the source of the infared is.

If it does anything, its going to pull some strong ions to the side of its tube. So stripping your water of various things you want.

Any product, additive, or technique in this hobby that claims to reduce water changes or maintaince is probably to good to be true. It just takes dedication and some work.
