Eel and Mated Pairs

Do you guys think a small Zebra Moray Eel would pose a threat to two clowns, two gobies, and a cardinal. And would a mated pair of clowns be better than just two fish, I can get them cheap, same goes for Fire Gobies! Please Help!

The eel will eventually eat them. IMO a mated pair is better if available, but if the clowns are small enough, just two clowns should eventually mate up.
