Eel tank?40 breeder

I wanted an eel tank and I was wondering if a snowflake moray eel can live in a 40 breeder by himself? Also i was going to have live rocks and 40lbs of carib sea ocean direct live sand. I was wondering if live rocks need light and is a protein skimmer and sump necessary?
 
It'd be doable if you have good filtration as well. They can be sloppy eaters and make a mess. If it were my tank with an eel, I'd have a skimmer as a necessity.

+1 eels are super super messy fish. Definitely want a nice sized skimmer. I'd also get a very tight fitting lid for the tank as well. Eels are jumpers!

what kind of skimmer do you recommend for a 40 breeder? Preferably a HOB
 
The main thing is to make sure you have a tight fitting lid. They are excellent escape artist.
