I just added an adult firefish to my tank yesterday. Only other inhabitants are a pair of 1.5" false percs. They are chasing the firefish throughout the tank but not actually biting or making contact, just intimidating I guess. Will they come to terms with each other? I thought false percs were peaceful. My tank is a 20 L with a bunch of rock. any ideas?

As long as there are plenty of places to hide they should be ok. Keep an eye out and it might help to put in a divider so they can see each other and get used to each other without actually being able to get at each other. Maybe even just a breeder net at the top for a couple days. But I'd just let them establish a hierarchy amongst themselves.

Not out of the ordinary IMO. Give it a few days. Like electickat said, if your tank is big enough, it should iron out.
