I have a perc clown and want to get it a mate. Does it need to be the same? Can it be a cinnamon clown? A black perc?

If you are talking about a mated pair it needs to me the same. It also needs to much bigger or much smaller. Can not be the same size.

They are both percs but one is orange and one is almost red, will that matter??

You can use percula or ocellaris. Black percs are typically describing ocellaris while onyx=percula (deeper black coloration within orange). Either way they are just color variants and shouldn't matter between the two in terms of forming a pair.
