Junk on my rock

I have a bloom of some sort in my tank. There is some cyanobacteria, but there's some other junk on my rocks, too, that's less stringy and film-like. It's a greenish-brown and it's really annoying my button polyps and my mushrooms. I don't have a phosphate test, but I do use RO water, so I didn't think that was likely to be an issue. I've been in the hobby for over a year, so I'm fairly sure I'm not over-feeding. My nitrates are about 15ish (where they usually are). What is the deal?
 
your Phosphate should be tested and your RO water to make sure it's working properly, is it a reef tank, becuase if it is, then your may feed your corals liquid foods that also are the same like regular. Also, remember that everyone says that they don't overfeed. 0X
