Laws About the Sea

I am currently trying to find out about the laws regarding the Sea. I live In middlesbrough area in he North east of England and have been trying to find the laws about the sea to see if I can take living rock from it.
I can not find anything.... If any one knows any links or information regarding this please could you reply to this message.

That's about all I could find on the net. If you have a local fish and wildlife center they may be able to tell you. If not contact your local authorities to find out information of who to contact!
