Live rock

can you turn base rock into live rock without using "real" live rock?
if so can you use live sand to turn base rock into live rock?

With patience and time I believe that the live sand would "infest" the base rock. In my tank I have 62 lbs of rock, 8lbs was purchased as lr. I also have 15 lbs +/- of reef bone that I am getting ready to add. The only real difference that I noticed so far is that the base rock seems to have green coraline and the lr has more of the purple and pinks.
