My LFS told me it would do OK in somewhat lower light, how low? I don't know
How many total watts are the CF's? And how deep is the cube?
Not being LED, watts per gallon will give you a rough estimate.

2 23 watt bulbs and right now it is about a foot under water

I think it will be ok. Are you keeping that anemone in your avatar under those lamps? If so, the cyphastrea will be fine.
