Question about 36" CSL PC w/Moonlight fixture

Just got a 36" CSL PC w/moonlight fixture, and it's really cool... I've noticed the fan only comes on with one of the switches. Is this normal? And does it matter which bulb goes where?

yes this is normal. Put the fan on the circut with the actinics so the fan goes on first with the actinics and off last with the actinics. THe bulbs an go anywhere you like. actinics to the front or back it does not matter.
