Refugium eliminates need for a Protein Skimmer?

No, fuges are primarily a refuge for tiny inverts and algae that would be food to the inhabitants in the display tank. the macro algae helps absorb phosphates and nitrates.
 
A protein skimmer should be your first line of attack against excess nutrients. A refugium with algae scrubbers and a DSB will filter and improve your water quality. If your fuge is going to be at least 1/3 of the tank volume you may not have to use a skimmer, but I would make the decision based on water parameters and test results.
 
True. It *can* work well, but not always. I'm running without one now with 'trates below 20, but I will probably end up adding a skimmer some day.
