im new to this and iwas gonna use live sand and some decorative rock but do i need a reverse osmosis fliter or can i use tap water? should i just test the tap somehow to make sure it is cool and if so what do i look for?
 
We usually recommend using RO water in any SW tank. True, if you have exceptionally good tap water, you can get away with using it. Tap water quality can vary a good bit though...the RO water will always be good.
 
RO/DI water is certainly preferred. Most tap water is high in nitrtates, phosphates, heavy metals and other things. If you are just starting a tank buying an RO/DI unit or just RO/DI water can be an added exspense that is not planned for. If you want, you can consider starting your tank with tap and then using Ro/DI for top-offs and water changes.
