I just bought a refractometer for my tank, because the hydro kept giving me a reading of 1.019 or less.....

So I check it out with the refractometer....and it is at 1.030!!!!

What should I do?

The tank is 10 gallons, with no stock or coral, just LR and one anemone.

Should I do water changes and add fresh instead?

Rremove a half gallon of water, replace with a half gallon of fresh r/o water. Do this once a day until the salinity level is where you want it. If you do it in bigger batches, it will be too much change too soon.

Your not that high so don't rush lowering the SG. Do what Hara says and keep a close eye on it so you don't drop it too fast. Most tanks are run at 1.025 -1.026, so your not far off.
