Upgrading from 75 to 125 and need information

I'm upgrading from my 75gallon to a 125

I've currently got a snowflake eel and a truely laid back huma huma trigger in the 75.

I am going to do a fish only in the 125 I already have a skimmer for the tank its a aquaclear 250

now for the questions

1. Refugium or sump
2. Can I do a shallow sand bed since I'll be putting the eel and trigger into the new tank.

These are my starting questions after I get the tank and filtration set up I'll ask the rest

I would go with a sump and still go with a dps, more bacteria for breaking down all the wastes of the fish.
