when to add sand

I am getting ready to set up my 70 gal tank and would like to know when the bet time to add my sand would be before the water and salt or after.
I am assuming before but just want to make sure.

before anything else add sand so im told one person said to use some plastis over the sand and pour water on top the plastic will obviously rise but this will minimize clouding

Is it live sand or just play type sand? If play sand before.

Cover with plastic bags and place a glass bowl in the center and pour water into bowl.... You will have very little sand storm...

It's both a 20 lbs of live sand and 50lbs of play sand. should I hold off on the live sand until everything settles?
