why do they stay the same?

its been about the fourth week my amm. has been at .25 and my nitrites at .1

when will they drop??

it doesn't look like you have enough ammonia to keep the cycle going. Once you see nitrite start to climb, you still need to keep ammonia levels at 3ppm so there's enough food to keep the bacteria colonies thriving.
Once you can bring ammonia to 3ppm, and the next day both ammonia and nitrite are 0ppm, that's when you're close...within a few days of beign done. At this stage a nitrate test should reveal lots of nitrates.

There is a good chance the ammonia is a false reading. I would take a water sample to your LFS for verification. Ammonia will generally become undetectable after about 2 weeks unless there is a heavy amount of nutrient and less than desirable bacterial surface area's. The nitrite can take as long as 8 weeks but will usually subside in 4-6 weeks again depending on nutrient levels.
