Why is the Fern Caulerpa banned in California?

Because it is fast growing and if disposed of wrong can get into waterways and overtake the plants that reside there. Quite destructive to natural habitats.
 
Yep. It's basically a weed that is nearly impossible to eradicate once it gets into rocks and sand and the like. If you chop it off whatever it's growing on, chances are it will grow back because its roots are hiding in some tiny crevice that you won't be able to reach. Same thing goes for grape caulerpa. Once those things take hold in your aquarium they're nearly impossible to remove, so I don't see why it would be any different in the wild.
