15 Gallon overstocking?

Hi, I have a 60l (15 gal) tank.
After losing my 8 year old Firemouth Cichlid a few weeks back I want to do a community tank this time around rather than keeping a single fish.

I think I want 2 Bolivian Rams and was thinking some corys (peppered or Pygmy), say 5 and maybe some tetras.
Would this be overstocking?

Open to any other suggestions for community tank. After only ever having cichlids I want some personality.

Honestly I would only do a pair of Bolivians in a 15, and that is only if I knew for sure they were a pair. If you had a pair they would not take kindly to the cories during breeding.
 
Could I get 1 Bolivian with the corys or would it be lonely? And would it attack them?

What could I get instead of the Bolivians? Is there anything with personality, that is friendly?

Btw tank size in inches is 24L x 12w x 14h so slightly bigger than 15 gallon
