20 gallon (long) stocking

So I do have a 29 gallon, but I think it's too much, since there's a drought here in California (it's not only in so cal, the drought is also in nor cal).
I think 20 gallons would be better for me.
So here's the stock
8 female betta
1 BN pleco (bettas and pleco already from 29 gallon)
8 neon tetras
Is that overstocked?

I would do the 29 instead of the 20. Much more flexibility and the difference in doing weekly water changes with a 29 vs. a 20 is next to nothing. It's not like you're keeping a 75 gallon discus tank and are swapping out 150 gallons of water per week.

BN Plecos are much hardier than Otos.
