I feel like my 29 gallon is looking so dull. Does anyone have any ideas. Besides adding some new fish.

I personally love Red Cherry Shrimp, you may need to add a good hide for them though. Foreground plants are really nice as well, try something like
Cryptocoryne Parva
 
you could also try adding an air stone, all in with pump, hosing and stone would be under $40, helps with gas exchange as well.
 
You should probably rehome those goldfish. That tank is too small for that large of a bioload.

You can then add some small schooling tropical fish like tetras or rasboras. Maybe add a black background and some live plants.

Edit: btw, the lucky bamboo is not fully aquatic. It will eventually rot fully submerged like that.
