40PPM Nitrate Problem, Help!

My tank has been up and established for just about a year now and haven't had major issues with Nitrate until recently. After a water change and testing an hour later my Nitrate is still at 40PPM :(

After testing my tap water, it has 20PPM of Nitrate :O so I'm having a endless battle because its in my tap water. My angels gouramis are fine but have lost a molly, some neon tetras and 1 rasbora :( I'm not over stocked as the issue has started about 3 weeks ago.

So what do I do? So frustrated.
 
best thing will be to get a ro, di, or stil...you can also buy water...
 
An ro unit would definitely fix the problem but you will need to remineralize the water before you place it in the tank.
 
RODI unit or water, don't forget to remineralize with a product like Seachem Equilibrum, or PH may huge swings and kill fishs.
