So this is going to sound strange but I need to grow some algae and I already keep my lights on for 12 hours

Keep your nitrate about 20-30ppm, maybe add some liquid ferts. That'll do it.

I do fert I can only get nitrates of 10ppm anything else

Get some natural sunlight into the tank.
Get some granite rock in there (mine's covered in the stuff !)
No fish ? turn off the filter for a while, still water + sunlight = algae
