ammonia levels

I have had my 10 gallon tank running a fish-in cycle for 3 1/2 weeks now. still new to it all. I am using the api master liquid tests and my tank has been a steady 0.25ppm for 4-5 days now. my tap also tested 0.25ppm. Will my tank ever read 0ppm? or always 0.25 since that amount is in my tap?
 
What is you're nitrite readings? Also, they're are some products that lower you're ammonia, since preferably, ammonia should stay at 0 to prevent any damage to you're fish.
 
Eventually your bio filter will grow large enough to handle that amount of ammonia. Personally, I wouldn't bother with more chemicals except for using Prime as a conditioner. It detoxifies ammonia. But your BB need a small amount of ammonia to grow.
