Angelfish fin problem help?!

My newer black angelfish seems to have a problem with one of his side fins. The one looks healthy and normal but the other is very skinny and looks like its sort of tearing off. Is this fin rot? What could cause it? The picture isn't the best but that's what it looks like

Could possibly be clamping. It's really hard to tell from the picture. How long have you had it? Fin rot will start to deteriorate the fin and have a reddened edge to the fin. If the fish is clamping its fins or if its fin rot a medication like melafix can help a lot. Good water quality is a must when dealing with either of these issues as well.
 
Okay we'll my water quality is good 0 nitrites and ammonia and about 10 ppm nitrates. His fan does look clamped I guess (it's closed compared to his other one which is open wide). Ill look into that medication
