How old is the angelfish? Size?
Until it gets to adult and pairs up its very difficult to tell. Even at adult age, due to breeding practices females often have male characteristics. Until you see an angelfish laying eggs you cant be sure if its a female. Unless those eggs get fertilised you cant be sure that the other of the pair is male.

If I had to guess I would say it is a male but that is just a guess. One concern I have with that fish is it looks a bit stunted. What size aquarium is it in and how long have you had it ?
btw on sex my comment is just a guess base on a few characteristics; but as noted by Aiken Drum it is a bit of a crap shoot with angels.
