In my 20L, I have 5 Neon tetras, 3 rosy barbs, 4 otos, 1 dwarf gourami, 1 glass barb. Can I get another fish or am I overstocked as it is? If I can, what kind should I get?

LOL Ok that makes a difference, I'm from Canada here L usually means litres. And I thought it was a new tank, not the one in your sig.
In that case, you could add more neons, or a couple more rosy barbs. You could add a few cory cats for the bottom.
