While cycling my 5gal I've discovered this weird stuff on the top. It wont come out with a net. I had a frog in here months ago but I cleaned it out. Is this safe for my betta?

I'm not sure what you're referring to, but what I see looks like gas bubbles.

Looks to me like gas bubbles that form because of that weird film stuff you get sometimes in new aquariums. Try to remove the film using the paper towel teqnique and add more surface agitation. It shouldn't harm anything though but I think it's a sign you should change something

If it adheres to the fish's gills, yes, but gas bubbles usually dissolve quickly. Did you just do a water change prior to taking those pictures?

No and I have no fish in the tank right now.
