Anything wrong with Angelfish trying to jump out of hospital tank?

I have a Angelfish I am trying to treat for some strange white bubble over the eye. I suspect it is fungus.

I have a little > 1 gal hospital tank inside my 50 gallon tank. The smaller tank doesn't share water with the big tank.

When I put my angelfish inside the small tank, it just seems like it wants to get out. It jumps, leaps and tries to run into the wall...

Do I need a bigger hospital tank or is there something wrong with him?

I would say you shouldn't have a hospital tank smaller then 10g... 20g would be better. Also I wouldn't trust the hospital inside the main tank. The chance that chemicals could spill into the main tank would scare me.

*edit: I would also put some pieces of 2" and 3" PVC pipe for places to hide, helps to reduce stress.
 
Take the 1gal out of the main tank. The fish sees water beyond it's 1gal walls and thinks it should be able to swim there.
