@venymae - OP is not intentionally adding ammonia. It is present in the tap water. I went through the same thing one year (ammonia 1 ppm straight out of the tap).

How was that resolved? That's pretty high! :/
 
That was in 2012. And nitrates were 5-10 ppm. I did water changes regularly but kept them around 25-30% and rarely over 50%. Suddenly in 2013 ammonia and nitrate were back to zero and has been that way since.

Just a note about the ammonia readings...

Does your local water district treat the water with chloramines? I believe that these will show up as ammonia with most test kits. Even if you use a dechlorinator. Dechlorinators only make the chlorines and chloramines safe, they don't actually get rid of it. If that is the case, then Purigen should help.

If not, then you should report that to your local water district supervisor. Those are very high levels.
