Black phantom tetra help

For the past few weeks i've noticed my tetras act weird. They look a bit like zombies on some mornings. And perfectly normal on others. I thought maybe they need better aeration because it is a planted tank. But some mornings they still look like that. In about 10 to 15 minutes they regain color and stop the almost in place twitching they do. When they seem to be in the state they are not interested in food. I checked the permitters.
NO3- 20ppm
NO2- 0ppm
GH- 25ppm
Chlorine- 0ppm
KH- 40ppm
Ph- is about a 6.5-6.8
Ammonia- .25 (i'm trying to get it down, i do 25% water changes almost daily)

Fyi- guppies that are also in the tank are fine.
