Brown Sporadic Algal Blooms

In both my tanks I'm having either algal or bacterial issues and they're detracting from the clarity of my water and simply making things dirty looking. I have changed the water and added all proper chemicals. Tank were both cycled. Perhaps they're recycling with the addition of fish? What can I do to remove this ugly brown stuff?
