Is it normal for small bubbles to build up at the top of your water? And soap was never near my tank.

Could be biofilm from organic waste in the tank. Could be from having something on your hands when you put them into the tank, lotion, soap residue etc.

i had it happen to my tank too. i did a 35% pwc and the problem was fixed

Could just be microbubbles as well. Does it go away after a change or happen after? There's also certain water dechlorinators that cause foam too. Poor water quality can cause this also.
