Bubbles on heater

There is a small layer of bubbles around the bottom of my heater. I unplugged the heater and they didn't go anywhere so I plugged it back in. Fish don't seem too be bothered. Has anyone had or seen this problem before?

Pictures?

Do they reform when they get knocked off?
Does there appear to be any moisture inside the heater?
 
They do seem too reform when knocked off and I took out filter doesn't seem too be any moisture or water in it
