Build up on a tank

A few days ago in one of the local Facebook groups someone was moving and had to sell off quickly. I bought a 75 gal freshwater tank that's 2 yrs old with a custom cabinet stand and top hood at a great price. Only problem is it has a TON of build up. White crusty type build up around the top 1/4th of the tank.

What can I safely clean this with?
 
Vinegar (followed by rinsing) can be used to dissolved the buildup.

+1 to distilled vinegar. adding a touch of baking soda makes a good mix for tackling limescale which is what I assume the build up to be.
