Can i

Can I put an air rater in in tank if I put pool filter sand or will it go all couldy????

I have an airstone on top of my sand with a few rocks to hide it and, of course, weigh it down and it's fine. I don't get any sand "kicking up" at all.

PFS is heavy enough to have an air stone IMO/E. I have one in my daughters fry tank and don't have an issue with sand flying, but I keep the stone above the sand bed, stashed behind a piece of DW.
