I wouldn't recommend it, loaches prefer to be at least in a group of 3.

One loach will do just fine, as long as all his other needs are taken care of (food, hiding spaces etc). But you will not get to see all the cool "loachy" behaviors they exhibit when in a group of 3 or more.
