Any bigger fish can eat any smaller fish, so yes a black skirt tetra can eat a neon. Is this a problem your having or are you just wondering? If it is a problem up the amount of tetras you have so they are less territorial.

I have black skirt tetras and neons in a tank together and their mouths literally aren't big enough to eat anything other than very young neon fry.
