Not directly but can cause issue which can lead to the fish dying. Probably the biggest issue is stress.
If you have good routines->water changing, good filtration, feeding properly etc, you should not need to clean too often....

Actually 50% is a good percentage of water to change weekly. It all depends on stock and stock levels of course but 50% seems to be the most common percentage....

Can you define cleaning 'too much'? Weekly (or more frequent depending on stock) tank maintenance is a must. This includes water changes and substrate vacs. If your changing the filter media on a constant basis, this type of cleaning would be a problem. People have different ideas when it comes to what defines 'cleaning too much'.

in your situation, it most definitely can. but not cleaning it enough can also cause you problems. 3 pints is too small. take the advice you got in the other thread, and get your betta a larger home with a filter :)
