water showed nitrites and nitrates when is my cycle complete and should i do a water change?

But no, if you are showing nitrItes the tank is not cycled. An established tank will always have zero ammonia, zero nitrIte and some degree of nitrAte.

Read the first guide I linked. It will walk you through dealing with the cycle. Your goal is to keep the ammonia and no2 level below .25 at all times to help prevent your fish from being damaged. Sometimes daily water changes are needed...let your test kit dictate how often and how much water to change.
