Cycling help- ADA - CO2 - Kh problems

Hello all,
I set up my 20 gallon again after I was forced to tear it down a year ago due to constant power outages. I have set it up with ADA aquasoil Amazonia and running CO2 at ~1.5 bps. My tap water has 3dkh and a ph of 7.2. Of course the tank water doesn't register on any of my tests, so I am assuming a ph around 5.4 if ADA takes it down to about 6.4 and CO2 another point. It's been 6 weeks and my water parameters haven't budged at all. The ADA soil strips the water of carbonates so I am wondering basically if a tank will EVER cycle at a ph of 5 and dkh of 0?
 
I think it would be very slow or different bacterial population. From memory the nitrifying bacteria consume carbonates, slow down at ph of 6.5 and very slow below ph of 6 (but the ammonia is in ammonium(?) form at lower ph so not so much a problem). Just if anyone can double-check that?
