Electric Blue rams/ higher temps, airstone?

I have 2 Electric Blue Rams
Looking to add about 10 Cardinal Tetras

20 gallon tall tank
aqueon quietflow 30

Will my fish be able to handle 84 degrees without an airstone?

The tanks in my room and I really don't want to get a pump

And I like to keep the water level at the top (black border)
The tank just looks smaller when the water isn't filled all the way
