Yes you should. And if you are doing a fishless cycle turn your heat in the tank up to the mid to high 80 s. just don't forget to turn it back down when ready to add fish.
 
I was told to keep my filter (tetra whisper 10i in-tank filter) above the water level (I actually lowered the water level by a few inches) so there would me more splashing and thus more oxygen in the water.
