I just got a 10 gallon tank and it came with a tetra whisper in tank filter rated for 20 gallons will this be okay to have with a betta

It should be fine. If the Betta seems to be thrown around by the filter current, you can try to block it. I tied a strip of pantyhose material around the filter so it would block the current a bit.

Okay I was just worried about the intake and I was wondering if I could do a stocking of

1 male betta
5 kuhli loaches
10 ghost shrimp ( I know some will get eaten)

Also I plan on using a sand substrate for the kuhlis.

The intake won't be any problem at all.
And the ghosts should be just fine, they have a higher chance of surviving than some other types of shrimp. But the loaches I'm not sure about. I think they need a bigger tank.
