is betta food bad for neon tetras and vice-versa? if it is, how do I keep one from eating the other's food?

I don't think it will matter if they eat each others food. The betta food may have some additives that are supposed to fill the nutritional needs of the betta, but should not hurt the neons in any way. Remember when you feed the betta that his stomach is about the same size as his eyeball. He doesn't need much.
