My water is pretty foggy, what can I do to fix this?

How old is the tank?

The one tank is a couple days old and they other one is about a month old

Is the water foggy in both? If the new tank is cycling, that could be why the water is foggy. It also may be a mini cycle in the second tank if you just did a large water change or replaced the filter media.

In my 10 gallon I am using a Tetra 10 to 30i in tank filter. Should I get a different filter or is that good enough?

Bacterial blooms are a good thing, they will go away on their own. Think of it as a processing step.
