Yes it does.

There is some evidence that trout fed garlic granules (.05 percent of their food weight) are benefited with antibiotic properties and slightly faster growth, but soaking food in garlic, whatever that entails as garlic is a solid substance, is not likely to be of much benefit as garlic loses much of its antibiotic properties (and other properties) quickly in water.
