Great fish for twelve gall

You can only keep one male betta in a tank. Multiple males will fight each other to the death. It's possible to keep multiple females in a tank, but it's a crapshoot whether it will work out.
 
I think 4-5 livebearers (guppies, mollies, or platies) would be perfect for your size tank. They multiple like crazy, so if you don't want to have an overpopulated tank it's best to stick with all males or all females.
Platies are my favorite. Really bright coloration and an active fish.
 
you could do some harlequin rasboras, they school nicely and are really active fish.
 
Mollies need salt in the tank, they are brackish. If you don't believe me, you can check live aquaria's brackish section.
