Green algae

Great, now I have green algae! Do otocinclus' eat green algae? Why did the diatoms turn into green algae? Why do I have it?

Looks like GD. Increase wc. Manage photo period and feedings. Rinse media

I do 50% or more water changes weekly and I rinse my filter media in old tank water at least once a month or every other month.

Do otocinclus' eat this stuff cuz I plan on getting 3 more to add to the one I have.

Photo period = duration lights are on. Ottos may eat it. With your stock there probably a decent amount of food going in tank. I would rinse chemical media more often than monthly but that me. Rams and ponds eat it well. Need to figure out whats not balanced. I would do more than weekly wc right now to take spores out.

Right now I have the lights on for 12 hrs. and off for 12 hrs. How much should I reduce them

I dont know what kind of light you have but 12 hrs is generally not wise. Id go to no more than 8. You have no plants.
